Why don't I get notification of an incoming video call if I am on a regular telephone call?

The telephone carrier sets the telephone call as the priority.  If you are on a telephone call it can not be interrupted by a video call.

Likewise, if you are on a video call and a telephone call is incoming you will be knocked off the video call. This is a setting by the telephone carrier and not ooVoo.
